Bug 1506364 implemented the prefers-contrast media query behind the layout.css.prefers-contrast.enabled preference. Once the spec has been finalized and our implementation matches it we can begin to enable it by default.
A summary of where the spec is at as of July 30, 2020 can be found here. We currently implement "Spec 1" from the linked discussion.

Release Note Request (optional, but appreciated)
[Why is this notable]: We're introducing a new media query 🎉 this was previously only enabled by default in nightly.
[Affects Firefox for Android]: yes
[Suggested wording]: Firefox now supports the prefers-contrast media query.
