Could you confirm what method you are using to zoom (e.g. Ctrl+Plus, pinch gesture, etc.)? If you're using a pinch gesture, is apz.allow_zooming
set in about:config?

Methods used: CTRL+Plus & CTRL+ScrolWheelZoom.
apz.allow_zooming - appears to be set to false.

Thanks -- so this is an issue with reflowing-zoom rather than pinch-zoom. I think we've been using the Layout component for such issues (though it may be useful for them to have a component of their own).

The component has been changed since the backlog priority was decided, so we're resetting it.
