Steps to reproduce
- Open Firefox and go to Customize menu.
- Resize the browser until one item is left on the 5'th row. (If not possible add another item from the address bar)
- Drag any random item.
Expected result
- All items keep the initial alling.
Actual result
- Last row can have one more item added.
Regression range
- Not a regression. Reproducible with Firefox Nightly (2013-11-18) when customize mode has changed.

- Attached a screen recording.
- Note that this only reproduces if there is sufficient space for the item on the right side.

Not worth tracking this on a per-release basis for an old temporary glitch that only reproduces in specific window sizes.
