See bug 1599160 comment 43 for an example in the wild (though it has
been fixed since) which prevents us from caching resources
unnecessarily.

Per discussion with Emilio, this was backed out from Beta81 for causing bug 1664405. He's fixing that regression properly for 82+ with a patch in the bug.
