Steps to reproduce
- Launch Firefox, set it to dark theme;
- Access any website and click on the bookmark button from address bar;
- Click the down-caret button near [Other bookmarks] to expand the section;
- Hover and click on the New Folder button;
Expected result
- elements have distinct colour setup;
Actual result
- hover effect for the button is the same colour as the menu;

Updated the initial comment with the regression-range data.
Issue became visible when the button was changed from [+], to the text button the browser has currently.

The hover color now looks lighter, whereas in the video it is the same color as the panel.
