[linux] PiP player has a strange behavior when being dragged to fullscreen

Steps to reproduce
- Open Firefox and a random video from https://www.youtube.com/.
- Click on the PiP button.
- Dragg the PiP player from the left top side to fullscreen.
Expected result
- The PiP window resizes as expected.
Actual result
- On a single monitor, the PiP window changes position.
- On the dual monitor, the pip window occupies a quarter of the second screen after flashing.

The PIP window should not be moved to fullscreen by mouse, we need to use a GTK function for that if there's such need. I guess any resizable application window behaves the same way.
