Steps to reproduce

1. Launch Firefox.
2. Go to about:protections
3. Go down the page.
4. Press F5 many times in order to refresh the page.
   4.1. Click on the Refresh button many times.

Expected result

• 4. The page is correctly refreshed.

• 4. The page jumps at the bottom.

This is happening because we are querying for data to fill the Lockwise and Monitor cards, during that query we show a card which is reduced in size, then expand the card when the data is confirmed. I am willing to accept this jump in order to ensure we are displaying the correct data. However, we do have a cache for the monitor card, and we could leverage that to skip the loading state. Also, this page is being redesigned and reworked at the moment so we will keep this issue in mind.
