Steps to reproduce

1. Launch Firefox.
2. Grab the Firefox window and drag it with the mouse to the left corner of the screen.
3. Write some random words in the URL bar, until it shifts to the left.

Expected result

• The search suggestion panel remains fixed.

Actual result

• The search suggestion moves to the left and above the FF window.

Regression range

• Not a recent regression, as I was able to see this bug on Esr 68.6.0 as well. I’ll provide a regression range, if it turns out to be an old one.

• The issue is not reproducible on Windows nor Ubuntu.

This is due to the fact that the urlbar view is a popup in older Firefox versions. It was fixed by bug 1551598. I think it's safe to say this isn't significant enough to fix on LTS, especially given how old the current LTS is at this point. So I will wontfix this.
