I have attempted to find the push where the fix was introduced so it can be uplifted to ESR:

2020-03-12T10:19:44: INFO : Narrowed inbound regression window from [38a326f8, a8fcad58] (6 builds) to [d1f9cf74, a8fcad58] (2 builds) (~1 steps left)

Bug 1548031 - Enable the QuantumBar on Nightly and early Beta. r=adw
Differential Revision: https://phabricator.services.mozilla.com/D29538
2020-03-12T10:19:45: DEBUG : Did not find a branch, checking all integration branches
2020-03-12T10:19:45: INFO : The bisection is done.

Furthermore, I have discovered that this issue occurs on all desktop platforms, not only on Windows 7.
If the regressor commit is incorrect, please NI me to reattempt it.

When attempting to see when it was introduced, going as far back as Nightly v35, it still occurs so it appears as not a regression.
