Steps to reproduce
- Launch Firefox, access https://forms.office.com
- Click on New Form;
- Click on Add New;
- Click on Rating;
- Click on the Levels dropdown;
- Scroll up/down;
Expected result
- normal scrolling;
Actual result
- sluggish scrolling;
Regression range
- will provide one asap;
Additional notes
- on macOS(10.15) scrolling seems as per OS - same rate in the dropdown as in the page;
- setting severity as minor since it might be a website related issue in the end and the scrolling inside the page is in order;
- attached recording with the issue;
- changing layout.css.scroll-anchoring.enabled to true/false did no difference.

Hello,
This issue does not seem to be a regression.
Went as far back as 45.0a1(20151202030210) 2015-12-02 and the issue occurs with the exact same repro.
On Latest Chrome, this issue is not present.

Does this still reproduce for you?
I'm not seeing a problem with 119.0 on Windows 10.
