Steps to reproduce
- Install an older version of Firefox.
- Run Firefox and close it.
- Download and install Stub Installer build.
Expected result
- "The Firefox is already installed. Let's update it", prompt window is displayed.
Actual result
- Firefox is installed as a fresh install and "The Firefox is already installed. Let's update it", prompt window is not displayed.
Regression range
I will try to find a regression range asap if possible.
Additional notes
- This issue is also reproducible if step 2 is not performed.
- Since the Update prompt window is not displayed, 'Restore default settings and remove old add-ons for optimal performance.' option is not available.

Hello,
So because of the nature of the bug, I had to do a manual regression on this bug. This is as close as I can get https://hg.mozilla.org/mozilla-central/pushloghtml?startdate=2019-12-02&enddate=2019-12-03 . The First bad build is Fx. 73.0a1 (buildID: 20191202220401) I looked at the bugs from the pushlog but can't find something that might seem related. However I did notice that for every build that downgrade protection appeared they were all failed. I really do hope this helps.

Thanks for getting that. Unfortunately I don't see anything in that range that looks relevant at all... very confusing. I have to admit to still being pretty lost here.

This is a potential blocker for the testing of the new Web based Stub Installer feature (PI-497). About half of the test run includes the 'update' and 're-install' window scenarios.

This bug is invalid. After a more careful investigation, it turns out that the paveover update rule was not taken into account.
For the paveover prompt to be displayed, the old Firefox installation has to be at least 3 versions older than the latest stub install.
