[Steps to reproduce]:
- Go to about:preferences#general and click on the Settings button from the Network Settings
- Check the Enable DNS over HTTPS option
- Expand the Use Provider dropdown
- Hover over the NextDns option
[Expected result]:
- A tooltip message is displayed on hover.
[Actual result]:
- There is no tooltip on hover.
[Regression range]:
- Not a regression, the tooltip was not implemented along with the NextDns option (see bug 1588647).
[Additional notes]:
- The other two available options (Cloudflare (Default) and Custom) have a tooltip message (see the attached screenshot)

I don't think the solution is clear here. To me it seems like we should get rid of the tooltip on the default one, which is IMO providing no useful information.
