Bug description is erased during page load, leading to dataloss during Firefox session restore

Steps to reproduce:
- Go to the Enter Bug page and write some text into the Description comment text box.
- Quit Firefox.
- Start Firefox again.
- Restore your tabs.
Expected results:
The restored textbox should keep its value.
Actual results:
All the text which I painstakingly typed into this textbox is gone.
Sometimes I can see the text for a brief moment during page load, but then it gets erased.

This issue just happened to me. Not with session restore but page navigation; just moving to another page and going back to the Enter Bug page, then the comment field will be empty. It’s probably related to comment templates I had implemented. Will take a look.

A simple fix. Ideally the edited comment should be stored in local storage, just like the bug page, so it can be restored more reliably even when the page is revisited or hard-reloaded. That can be done probably in Bug 1476107.
