Steps to reproduce
- Download Fx 60.0.2 be (from here) and Fx 52.0.2 en-GB (from here)
- Either install or extract from zip both builds.
- On each install change the update channel from 'channel-prefs.js' to "release-localtest".
- Go through the update process for each install.
Expected result
- The new WNP page is displayed for each of the locale.
Actual result
- No WNP or fallback page is received.
Additional notes
- For both builds I have tried and .exe and .zip build and no WNP was displayed for either.
- Fresh installs and clean environment was done for both cases (meaning all firefox data was deleted from the OS Local and Roaming folders before each update).
- I have also tried different arhitecture (x32 build on an x64 OS) without any success in having the WNP displayed.

Hello, also when updating 52.0.2 ka no WNP is presented. The update is made as expected 52.0.2-> 60.0-> 71.0-build4 (20191128221751) on "release-localtest" channel.

For Firefox 52.0.2 en-GB and ka updating to the Firefox 56 watershed there is no instruction in the advertised update xml to open a what's new page.

For these builds to show a WNP when updating to 56.0 this would need to be fixed by Release Engineering since this is configured in the update server (e.g. balrog).
For Firefox 56.0 en-GB updating to 71.0 it opened the following url after updating.

For Firefox 60.0.2 be updating to 71.0 it opened the following url after updating.
https://www.mozilla.org/be/firefox/71.0/whatsnew/all/?oldversion=60.0.2
For Firefox 60.0.2 ka updating to 71.0 it opened the following url after updating.
https://www.mozilla.org/ka/firefox/71.0/whatsnew/all/?oldversion=56.0
I suspect that you either didn't use a new profile or possibly used a previously used install directory when you tested which made you experience bug 1523687. If you can still reproduce with a new profile and an install directory that hasn't been used before either ping me on slack or reopen this bug.
