Steps to reproduce
- Open Firefox
- Enable Devtools
- Click on settings and select "Separate Window"
- Grab the window and resize it to minimum possible
Expected result
- The separate window for console has a minimum width
Actual result
- The separate window for console is shrinked too much
Regression range
- Will see for a regression
Additional notes
- The actual issue can be see in the attachment
- Windows 10 and Ubuntu doesn't allow the user to make the window that small
- The scrollbars are unusable by mouse

Hello,
Went as far back as Mozilla Firefox 1.5 (2005-12-01) and managed to reproduce the same issue there with the JavaScript Console.
This issue is not a regression.
