Steps to reproduce

1. Launch Firefox, enable DevTools, access the What's new tab;
2. Resize the tool's height;

Enhancement suggestion

• with plenty space available the area containers could be adjusted so that if enough space available the apparition of scroll bar not push content to left & it dis-appearing push content to right;
• mainly stop content jumping left-right to fill area;

Actual result

• when horizontal scrollbar is enabled content is pushed;

• attached recording to better illustrate the suggestion;
• on other tabs from the tool the scrollbar does not push the content.
