Steps to reproduce
- Launch Firefox DevTools;
- Access the What's new in DevTools panel;
- Select any text from inside the panel;
- Press the TAB key to properly navigate across the listed elements inside;
Expected result
- each element can be reached by TAB_navigation;
Actual result
- the Learn More About Send tabs CTA button cannot be reached;
- on macOS 10.15 - the whole panel is selected;

On macOS 10.15 for tab navigation, instead of selecting the links, the focus will be only over the window, and can only scroll by navigation keys or by pressing space.
