In bug 1548365 we tried to let intermediate preloading ride the trains, but rkv crashes prevented that and we disabled the feature in bug 1555110. With the new rkv backend, we should be able to re-enable it and let it ride the trains.

Now that rkv has a new backend, we should be able to let this ride the trains
to early beta at least.
