Does Orca read other content when you hover with the mouse? This Orca documentation suggests you need to explicitly enable mouse review functionality in order for this to work. Do you have this enabled?

Hello,

Once you explicitly enable Mouse Review functionality of Orca reader, the elements from the Protections Panel and Site Information are read by the Narrator.
