Steps to reproduce
- Go to about:preferences#privacy.
- Select the option Strict / Custom.
- Go to any site that contains trackers and click on the shield icon.
- Turn off Trackers Protection.
- Click on the shield icon again and observe the behaviour.
Expected result
- The panel is correctly displayed.
Actual result
- The portion with “Allowed” and WHY? hyperlink are missing.
Regression range
- I don't think this is a regression.

I verified the fix with the latest Nightly 70.0a1 on Ubuntu 18.04 x64, Windows 10 x64 and macOS 10.13. The bug is not reproducing anymore.
