I have managed to find the regression manually using Ubuntu 18.04 x64 LTS. The issue occured between esr52.1.1 and esr52.1.2.
Here is the pushlog: https://hg.mozilla.org/releases/mozilla-esr52/pushloghtml?fromchange=120111e65bc4e9b99da97e9d046765de95fbac8c&tochange=0dc7c28f20648d597b11b60e90be9a15687656aa.

QA Whiteboard: [qa-regression-triage]

Given that ESR60 is EOL and ESR68 is unaffected per #c0, closing this bug as wontfix.
