Steps to reproduce
- Launch Firefox 60.8.0esr and then close it.
- Open Root Directory of the profile(e.g C:\Users\user\AppData\Roaming\Mozilla\Firefox\Profiles\qv96l900.profilename) and delete the contents of it.
- Open Firefox with the same profile
Expected result
- Firefox is opened and no issues are presented.
Actual result
- “Your Firefox is out-of-date.” banner is displayed.
Regression Range
- I will search for one ASAP.
Additional Notes
- Firefox 68.0 (20190704163141), Firefox 69.0b2 Developer Edition (20190704152356), Firefox 69.0a1 (20190704214457) and Firefox 68.0esr (20190704173630) are not affected .

I have managed to find the regression manually using Ubuntu 18.04 x64 LTS. The issue occured between esr52.1.1 and esr52.1.2.

Given that ESR60 is EOL and ESR68 is unaffected per #c0, closing this bug as wontfix.
