[ARM] The .MOV video playback freezes when played with the video on repeat

[Affected versions]:
- Fx 67.0.4
- Fx 68.0b14
- Fx 69.0a1
[Affected platforms]:
- Win 10 x64 ARM (aarch x64)
[Steps to reproduce]:
- Launch Firefox.
- Go to this link.
- Switch the video resolution to 1080p, right click the video and set it to loop/repeat.
- Let the video play a few times
[Expected result]:
- The video should play without any issues.
[Actual result]:
- The video image freezes for a few seconds on every play through.
[Regression range]:
- This is not a new regression since I managed to reproduce it on the earliest aarch x64 build.
[Additional notes]:
- This issue does not occur in chrome on the same ARM machine.
- The machine has the Qualcom Adreno 630 GPU.
- The video did not freeze when played without the loop/repeat on.
