I wonder if archiver is no longer supported on win32 - there are no releases for archiver 3 on win32 platform, only win64.

I've vendored dependencies by merging the go dep work :wcosta did in https://github.com/taskcluster/generic-worker/pull/128.
I'll pull archiver back to version 2.1...
