I'm assuming removing the regression keyword was a mistake, so adding it back.

Possibly a dupe of Bug 1528958? The video doesn't seem like a bug in the forward button, it seems like history navigation is not happening when clicking back.

The problem with the navigation when clicking back is bug 1498112.
This issue is reproducing even if you can go back a page on the first try. I don't know if this info is helpful, but I thought I should mention it.
If there is any investigation I can help you with, please don't hesitate to ask me.

Bulk change for all regression bugs with status-firefox67 as 'fix-optional' to be marked 'affected' for status-firefox68.

Maybe this should be p2, I'll try to find time to debug this a bit.
