Steps to reproduce

  1. Launch Firefox.
  2. Go to hamburger menu -> customization.
  3. Drag the Download Panel to Overflow Menu.
  4. Go to this link and download two items.
  5. Open the Overflow Menu.

Expected result

  • After a successful download the Download Panel icon is blue.

Actual result

  • The Download panel remains gray.

Regression range

  • Mozregression could not find the pushlog. The last known good build is nightly from 2017-08-22. Between 2017-08-23 and 2017-08-25 the Download Panel could not be moved to the Overflow Menu, then from 2017-08-26 the builds are affected.

Per discussion, given that you can't really tell whether the button is blue or grey when you move the button (without opening the panel), it seems not super important to fix, so downgrading to P5.

This issue is reproducible on macOS 10.14.5 using the latest Firefox Nightly 69.0a1.

Happy to take a patch for 70 or beyond, but since this has a P5 priority set, I'm marking this fix-optional now to remove it from weekly triage.

I am able to reproduce the issue on latest Nightly 71.0a1 (2019-10-14) (64-bit) using Win 7.
