The webapp has a Reprocessing API that publishes to the socorro.reprocessing RabbitMQ queue. It also publishes to the socorro.priority RabbitMQ queue when a user views a report view page for a crash report that hasn't been processed, yet.
This bug covers implementing a pub/sub publisher for both those use cases.
