Steps to reproduce

1. Launch Firefox;
2. Click on the 3line/Hambourger menu button;
3. Click on the Customise button;
4. Click on the Toolbars button;
5. Click on the Density button;

Expected result

• the dropdown menu styling is the same for the dropdown menus;

Actual result

• the Toolbars - dropdown menu has no styling applied to it;
• this becomes more visible when the Dark theme is applied to the browser;

Regression range

• not a regression;

Additional notes

• attached recording with the issue;
• styling can be applied as for the Density dropdown menu;

This would need a design, first, which we don't have. Aaron or Bryan, is this something we want to address? (Going to mark P5 for now)

Clear a needinfo that is pending on an inactive user.

Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
