[Steps to reproduce]:
1. Launch Firefox, set devtools.aboutdebugging.new-enabled to true in about:config; 
2. Access about:debugging
3. Open the devTools Inspector;
4. Click on the home button, for about:newtab
5. Navigate back and forth between the 2 pages;

[Expected result]:
- the Inspector properly displays content;

[Actual result]:
- the inspector vanishes completely;

[Regression range]:
- checked just for the inspector vanishing, indicates bug 1503529 to be at fault;
 
[Additional notes]:
* while checking regression in-between this and the other linked bug(1507125) the devTools section had one extra buggy state, in which the whole section became blank (not empty); fast swapping between this and other pages causes this issue still(encountered on ffx_64.0);
- trying to inspect an element or reopen the devTools section is not possible until a browser restart;
- the issue appears to manifests when accessing the about:newtab page;

You mean bug 1503529 causing this? No, this doesn't make sense.

Cristi, could you clarify why this was flagged as a regression? This is an issue with a preffed off UI under development, I am not sure it makes sense to track it for release managers.

Fair enough, did not take in consideration this fact.
There where some versions that did not seem to have this exact issue, so I went ahead and checked for it as well.
