[Steps to reproduce]:
1. Pin a few tabs, so that the tabs bar is overflown.
2. Open another two New Tab.
3. Right-click on one of them and pin it, too.

[Expected result]:
- The other New Tabs can be seen.

[Actual result]:
- The List of pinned tab is displayed over them. 

[Regression range]:
- I don't think this is a regression. I can still reproduce the issue on Nightly from 2017-01-02, but if it is, I will post the regression range in a comment. 

[Additional notes]:
- Please look at the attached gif, it's easier than explaining.
- I think that a solution could be if the pinned tabs are included inside the two arrows "<" and ">" or have another one special for them.
- The problem can be felt better when you are working on a device that has the display smaller (like a laptop).
- You can resize the browser (make it smaller to see the issue reproducing faster.
