The webapp has key site-wide information and links hidden away in the footer where people are not finding it. Further, it's unclear if you're logged in or logged out unless you scroll to the bottom of the page.

This bug covers moving the important things from the footer to the header. Specifically:

* log in link
* links to profile and api tokens and other things if you're logged in
* link to documentation

bug 1511032: move bug link over

This swaps the "file a bug" link with "super search" because the latter
is heavily used and it's better to put it on the right-most side for
easier mousing.
