[Steps to reproduce]:
1. Download target.cppunittest.tests.tar.gz from https://treeherder.mozilla.org/#/jobs?repo=mozilla-beta&revision=efca407c5be1476d88cd3ff717ce92cfa7bbfb76&selectedJob=213878969 (Windows 2012 opt N).
2. Unzip the Content.
3. Launch the TestDLLInterceptor.exe via command prompt 
   -per bug 1461654, the missing dll error is triggered, but it can be avoided if taking the missing files from the target.zip. 

[Expected result]:
All output displayed after running TestDLLInterceptor.exe file is: TEST-PASS

[Actual result]:
TEST-UNEXPECTED-FAIL | WindowsDLLInterceptor | Failed to hook QueryDosDeviceW from kernelbase.dll
Summary: The target.cppunittest.tests fails to hook QueryDosDeviceW from kernelbase.dll for TestDLLInspector.exe → The target.cppunittest.tests fails to hook QueryDosDeviceW from kernelbase.dll for TestDLLInterceptor.exe

Emil, can you please test this again, and when you get the failure, can you please give me the specific build of Windows that you're seeing this problem with (by using the output from the ver command)?

Tested and reproduced this on Windows 10 32bit Version 10.0.17134.765

I'm looking for somebody to take this.

Running Win 10.0.18363 x86 -- the latest 32-bit iso [1] -- in VirtualBox, I am seeing all hooks passing, including QueryDosDeviceW. I don't know what would be involved in getting Windows 10.0.17134 x86 but we may not want to spend time on it. Or we could ask SoftVision to take another look. Thoughts?
