- 63.0b9, 64.0b12, 62.0.3, 65.0a1 (2018-11-23) 

[Affected platforms]:
- macOS10.12, Ubuntu 16.04, Win10x64

[Steps to reproduce]:
1. Launch Firefox;
2. Access about:config
3. Change the browser.search.region pref to US;
4. Restart Firefox;
5. Access about:preferences#privacy
6. Click on the Saved Addresses button;

[Expected result]:
- there is nothing selected/marked inside the modal;

[Actual result]:
- the first column is selected with the dotted line;

[Regression range]:
- will check asap;
- at first glimpse it seems to be added after the current design was implemented;

[Additional notes]:
- probably needs to be reassigned to another section;

Same issue encountered for the Saved Credit Cards modal.
*for it the extensions.formautofill.creditCards.available needs to be set to true.

I confirm this is not a regression, I could see this issue inside the Form Autofill - Manage Addresses modal (triggered only when clicking inside the Addresses section) since Form Autofill was first enabled by default on Nightly on Fx 55.0a1 (2017-05-12). The issue, as described in comment 0 (it occurs once the Saved Addresses modal is opened), is reproducible since Fx 56.0a1 (2017-08-01).

This is a longstanding minor cosmetic issue that I thought was a dupe but I can't find it.
