[mac][linux] - When no saved passwords the Saved Logins button should be inactive/disabled

[Affected platforms]:
- macOS 10.13, Ubuntu16.04

[Steps to reproduce]:
1. Launch Firefox with a clean profile;
2. Access about:preferences#privacy
3. Scroll down and click on the Saved Logins button;

[Expected result]:
- nothing happens, button should be disabled since there are no saved logins

[Actual result]:
- button is enabled;
- opened modal has no active elements inside;

[Regression range]:
- not a regression;

[Additional notes]:
- on Windows OS the button is active and not disabled because there is the Import option inside;
- on macOS and Ubuntu OS the lack of the Import button doesn't need the Saved Logins button to be active anymore;
- if lack the Import button is not intended on the 2 OSs I can open up a new bug for it and follow up on that.
We tend to disable buttons when the associated feature is disabled, which is why the Exceptions... button gets disabled when "Ask to save logins and passwords" is unchecked. However, we don't disable the Saved Logins button because we may have passwords saved, and in the case of the bug that you have filed, the user may want to confirm that there are no passwords saved.

I would be OK with disabling the button if we included some feedback on the button such as "0 Logins Saved", but since we don't (and that type of feed-forward button is not found elsewhere in the preferences), I'm inclined to mark this bug as "wontfix".
