- Firefox 65.0a1

[Affected platforms]:
- macOS 10.14
- macOS 10.13
- Windows 10 x64

[Steps to reproduce]:
1. Enable the search bar from about:preferences#search by clicking on "Add search bar in toolbar" option.
2. Write something in the search field.
3. Click outside the field.
4. From keyboard press on Ctrl/Cmd + K.

[Expected result]:
- The search field is in focus.
- The search suggestions are displayed.

[Actual result]:
- The search field is in focus.
- The search suggestions are not displayed.


[Regression range]:
- It is a regression. I will try to find a pushlog as soon as possible.

[Additional notes]:
- The issue is not reproducing on Ubuntu.

I can't seem to find a regression range. Because on the older versions of Firefox it's either reproducing or not.
But I think the problem originated somewhere in the first half of October 2017. 
I can reproduce the issue every time on the latest versions of Firefox.

I cannot reproduce the issue on Nigetly65.0a1 Windows10 and Firefox63.0.3 as well.

I did some more research on latest Nightly and the bug is reproducing only when you activate the Search bar the first time on a profile. After a restart the bug is not reproducing anymore. But I can still reproduce it on latest Nightly and Firefox 63.0.3.

I can't reproduce this on Nightly either.  And if it only happens in certain STR once per new profile (which again I can't reproduce), it's not a high priority without more evidence or more common STR.  We do have special handling to open the popup when it receives focus, so it's not inconceivable there's actually a bug here.

Marking fix-optional for 65 and 66 so that these already triaged issues don't show up repeatedly in weekly regression triage. Happy to take a patch in nightly.
