[Steps to reproduce]:
1. Set High Contrast White/Black Theme (Right-click -> Personalize -> Colors -> High Contrast Settings).
2. Launch Firefox with a new profile.
3. Open Hamburger Menu and observe the "Restore Previous Session" and Help-"Report Deceptive Site" options (which are grayed out by default). 

[Expected result]:
- The "Restore Previous Session" and Help->"Report Deceptive Site" options are correctly displayed. 

[Actual result]:
- The "Restore Previous Session" and Help->"Report Deceptive Site" options are blurry with High Contrast Theme selected. Please see attachment "issue.png". 

[Regression range]:
- This is not a regression since the issue is reproducible in Firefox 56.0.2 (when these options were included in Hamburger Menu).
