[Affected versions]: Firefox 65.0a1 Firefox 64.0b6 Firefox 63.0.1 Firefox 60.3.0esr [Affected platforms]: Windows 10 64bit macOS 10.14 Ubuntu 16.04 64bit [Preconditions]: 1. Place the attached policies.json file inside the distribution folder or enable the "DisableProfileImport" policy via GPO. [Steps to reproduce]: 1. Launch Firefox with ./firefox -no-remote -p -migration. [Expected result]: The import wizard is not displayed. [Actual result]: The import wizard is displayed and data is successfully imported from other browsers. [Regression range]: I don't think that this is a regression.

I could fix this on Windows, but not on macOS or Linux. We haven't had this come up, so I'm going to WONTFIX for now.
