[Steps to reproduce]:
1. Open FF
2. Pin a few tabs
3. Select all of the pinned tabs
4. Select 'Move Tabs' option from the menu
5. Click on 'Move to the End'


[Expected result]:
- 'Move to End' should be greyed out when all of the pinned tabs are selected

[Actual result]:
- Move to End is enabled when all of the pinned tabs are selected, nothing happens when clicked

-This issue is not a regression.
