Having both pinned and unpinned tabs selected at the same time displays only one option to the user

[Affected versions]: - 65.0a1 (2018-11-02) - 64.0b6 - 63.0a1 (2018-07-05) [Affected platforms]: -Windows 10x64 -Ubuntu 16.04 -macOS 10.13.6 [Steps to reproduce]: 1. Launch FF. 2. Open 6 tabs for example. 3. Pin 3 of them 4. Select all 6 of them(3pinned/3normal) 5. Right click on any of the tabs. 6. Click the Pin Tabs [Expected result]: - Because there are both pinned and unpinned tabs, there should be both the option to pin and unpin tabs. (Selecting each of the functions, should pin or unpin all the remaining tabs) [Actual result]: - Only the Pin tabs option is displayed. [Regression range]: -This issue is not a regression.

The same issue could be said for Mute vs Unmute. This menu is context-specific to which tab is right-clicked on, so if you right-click on the pinned tab you will see options to unpin tabs. This is by design and intentional.

The design seems wrong to me. As a comparison, I think first of context menu options when selecting multiple items in Outlook Web App.
