[Affected versions]: - 60.3.0esr ,63.0 64.0b5, 65.0a1 (2018-11-01) [Affected platforms]: - Win 10x64, mac OS10.13, Ubuntu 16.04LTS [Steps to reproduce]: 1. Launch Firefox; 2. Enable devTools - inspector tab; 3. Ensure that the devTools are docked to bottom; 4. Adjust the browser width so that the html section shifts above the rules 3-pane blocks; 5. Grab the devTools_inspector and drag it down; [Expected result]: - The scroll bars are not overlapping elements; [Actual result]: - the scroll bar for 3pane section overlaps with the headers; [Regression range]: - since the issue described in bug 1483134 is also affecting that area/element, trying to determine a regression for this specific issue is difficult; - that issue appeared on 2017-10-29 after: https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=ed73b55a33120d27efc862eb87d332e167c026f4&tochange=515407ebfa1433c31144374313bbfd8b942af41c [Additional notes]: - attached screen recording with the issue;

Happy to take a patch in nightly; if it seems low risk enough please feel free to request uplift to 65 beta.
