Let's add support to generic-worker for running a task inside a fixed docker image (for example ubuntu:latest).

For this first stage, we won't support mounting files/directories, or publishing artifacts, but we will support evaluating the exit code of task commands, and publishing the task log.

The generic-worker should be built using the build constraint 'docker', but we should not release it.

For this step, we should include running some tests in the CI (but not ones that require publishing artifacts other than the task log, nor tests that use the mounts feature).
