[Steps to reproduce]:
1. Launch Firefox;
2. Set it to dark theme;
3. Access in a new tab: about:support 
4. Move the mouse and hover over the 1st tab;
5. Hover the mouse over the 2nd tab;

[Expected result]:
- hover effects are displayed;

[Actual result]:
- the Firefox text in the site information section appears blurry/shadowed

[Regression range]:
- will check asap;

[Additional notes]:
- attached recording with the issue; cut the parts where theme is swapped to show that default/light themes are ok;
- not reproducible on macOS(10.12) or Ubuntu(16.04)

Not sure, this sounds like a Core::Graphics: Text issue.

Issue appears to be limited to beta builds;

[Regression range]:
- last good: 57.0b6 
- first bad: 57.0b7

While not as visible there is still an issue with the other versions(RC, Nightly) as well. RC is curious since it has the similar color scheme as beta.
*RC - 63.0.3, Nightly -65.0a1 (2018-11-21)

For this to be better noticed, I suggest zoom-ing in on the gif.

Happy to take a patch in nightly; if it seems low risk enough please feel free to request uplift to 65 beta.
