[mac] Low quality when printing by using "Save as PDF"

[Affected versions]:
- Beta 63.0b14
- Nightly 64.0a1

[Affected platforms]:
- macOS 10.13

[Steps to reproduce]:
1. Open a pdf (e.g. http://www23.statcan.gc.ca/imdb-bmdi/pub/instrument/3901_Q2_V3-eng.pdf)
2. Click on Print (Cmd + P).
3. From the bottom of the Print pop-up select "Save as PDF".
4. Open the saved file. 

[Expected result]:
- The quality of the saved pdf is the same as on the website. 

[Actual result]:
- The saved pdf file has a lower quality. 

[Regression range]:
- If it is a regression I will find it as soon as possible. 

[Note]:
- This issue is not reproducing  if the file is actually printed.
This issue is also reproducing when you are trying to open the pdf via a 3rd party app (Download -> Open with... ).
If this is a regression I can't find it because some of the older versions on Nightly don't open on the machine I am using. On the other hand I can still reproduce it on an older version of Nightly 2016-01-02.
Do you get similar poor results when you compare "print to pdf" for a webpage versus actually printing the web page?

If this is just reproducible with a PDF -> PDF then I would suggest we wontfix this given the low likelihood of that happening as well as this not being a regression as far as we can tell.

I can reproduce it when I "print to pdf" from a website, too. I tested using beta 63.0b14 on wikipedia.com and reddit.com.
The actual print (on the paper) is clear, but the version saved into the computer is blurry.

Thanks. I'll move this to Core::Printing Output since Toolkit::Printing is just focused on the UI that surrounds the print-preview and print dialogs.
