[Affected versions]:
-64.0a1 (2018-10-11), 63.0b13;

[Affected platforms]:
- win 10x64, macOS 10.13, Ubuntu 16.04

[Steps to reproduce]:
1. Launch Firefox;
2. Open the DevTools;
3. Click on the RDM button;
4. Change to Dark Theme for DevTools (by pressing F1, choosing the option);
5. Click on the following buttons:
   - Responsive;
   - DPR:
   - (no) Throttling;
   - Settings;

[Expected result]:
- dropdown menus share the dark theme;

[Actual result]:
- menus have the default theme;

[Regression range]:
- changes up after implementation of the new RDM design (bug 1467572)

[Additional notes]:
- attached screenshot with the issue, top side shows current menus, bottom part has the release layout;
- RC not affected by these changes;
This is a context menu, which is different from the previous menu we had before. So, this is really working as intended unless we wanted to switch the context menu to the custom menu that has been implemented for the toolbox menu. Dropping the priority down.
