Socorro is currently using Postgres 9.4. Bug #1497956 covers upgrading to 9.5. This bug covers upgrading again to 9.6.

This upgrades the local development environment and the test environment to
PostgreSQL 9.6.

Miles upgraded stage just now. I think it took like 12 minutes again. Everything looks fine, but we're going to let it bake until tomorrow before going any further.

Oops. Miles did this on Friday, December 7th. The outage was like 8 minutes long or something like that. Everything's fine. Marking as FIXED.
