[Affected versions]:
- 62.0.2
- 63.0b10
- 64.0a1
- 60.0.2esr

[Affected platforms]:
- Win 7 x64

[Steps to reproduce]:
1. Launch Firefox.
2. Go to Customize 
	- change theme to "Dark" 
	- enable the "Menu bar"
	- Place some items to "Menu bar".
3. Check the Title bar checkbox.
4. Uncheck the Title bar checkbox.
5. Restart the browser.

[Expected result]:
- Menu bar options text and items color isn't change and on hover items are correctly highlighted.

[Actual result]:
- When "Title bar" is active the "Menu bar" text and items color is changed to white and hover effect on items isn't visible.

[Regression range]:
- I'm not sure if this is a regression, but I'll check as soon as possible.

Finding a regression window (if there is one) would be helpful.

If you leave the title bar enabled and restart, does the menu bar text remain white?

(Also, does this only happen in customize mode, or also outside of customize mode?)

Yes, after restarting the browser the menu bar text is still white and it happens in and out of customize mode.
