I took a look at backporting TC changes landed in 63+ to mozilla-release and ended up with the Try push below (to avoid manual rebases from cherry-picking only certain patches along the way):

While I ended up with a green decision task and canceling both individual jobs and all jobs worked as expected, it's not clear to me which of those bugs are actually *necessary* to un-break Treeherder functionality. Per IRC discussion with aki, it would be good to get more input from the people who wrote and reviewed these patches to get a better sense of what's really needed here.

I think https://treeherder.mozilla.org/#/jobs?repo=try&revision=02a4edb88e21efbe534a2a08a0fa71b3f525bb57 is a better set of changes to uplift to mozilla-release.
