I still see this browser console issue in Firefox 65.0a1 20181113220101 with https://edition.cnn.com/2016/10/10/us/weather-matthew/index.html on Windows 10. [Exception... "Component returned failure code: 0x80004005 (NS_ERROR_FAILURE) [nsIContentPermissionRequest.element]" nsresult: "0x80004005 (NS_ERROR_FAILURE)" location: "JS frame :: resource:///modules/PermissionUI.jsm :: get browser :: line 424" data: no] Couldn't see the NS_ERROR_FAILURE under the same circumstances on 63.0.1 20181030165643

Given that it has been reported that Fx62(comment 1) and Fx63(comment 3) are not affected, let's add the regression/regression-wanted/str. flags. I'm not particularly sure what triggers this browser console error and it's a bit hard to get a regression range without clear STR.
