[Affected platforms]:
- Windows 10 x64
- Ubuntu 16.04 x64

[Steps to reproduce]:
1. Launch Firefox and  maximize the browser 
2. Press F12
3. Open the "meatball" menu and select Dock to Right/Dock to Left
4. Open the "meatball" menu again
5. While the "meatball" menu is opened press F11
6. Hover any element on the page and observe the behavior

[Expected result]:
- The "meatball" menu is properly placed right below the “Customize Developer Tools and Get Help” button

[Actual result]:
- The "meatball" menu is placed correctly when entering the fullscreen mode, but the hovering action changes its position right on the spot it was before fullscreen mode was activated. 

[Regression range]: 
-  Not a regression, this is also reproducible on 63.0a1 (2018-07-05), when the feature was first introduced, before this build entering on fullscreen while the old “meatball” menu was opened was not possible.

- On Ubuntu the “meetball” menu disappears when entering the fullscreen, but the issues is reproducible if the “meatball menu” is dismissed once, then opened again.
- This behavior is not reproducible if the meatball menu is opened after the browser is already in fullscreen.
- This issue is triggered regardless of what Developer tool tab is in focus.
- Note that Toolbar dropdown menus are changing their position once entering the fullscreen mode, but that is expected as they have no room to be displayed otherwise, which is not the case here.
I managed to reproduce this once but not other times. I think leaving the menu open while going full-screen is pretty rare so marking this as P5.
