1. Launch Firefox and open a new tab
2. Focus the search bar, type some random characters and then scroll down the page
3. Click outside the search bar
4. Scroll down the page, focus the search bar and type some random characters
5. Scroll down(up) the page

[Expected result]:
- [step2] [step4] The search suggestion panel is properly displayed

Too late to fix in 63, but we could still take a patch in 65 and potentially, 64 beta.
