OS: Unspecified → All
Hardware: Unspecified → All
I can reproduce this with 60.0a1 20180309100425, so probably has always been this way since the feature was added in bug 1433212.

The pref gets set to browser.newtabpage.activity-stream.sectionOrder;topstories,topsites,highlights
Depends on: 1433212
Component: Activity Streams: Newtab → New Tab Page
Severity: normal → S3
